Janet Sucro started Faith and Love Ministries in Vista. The soup kitchen was founded in 1986. Operations ceased in mid-1999, a victim of falling donations.

Under her guidance as director, the nonprofit organization prepared and served more than 50,000 meals a year at churches and parks to the area's homeless. Sucro was the 1999 recipient of The Hope Award presented by the Tri-City Hospital Foundation to an individual who exhibits care and concern for others, giving them strength to overcome personal adversity and renewing faith in living. Sucro was described
as a tireless advocate for people without homes.

“I knew her as somebody who was completely, totally committed to feed ing the homeless," said Chris Megison, executive director of North County Solutions for Change, a provider of transitional housing for homeless families. "Day in day out, year after year she committed her whole life to feeding the homeless. She was a one-person army," he said.
